The Shali fortification is situated in the heart of present-day Siwa in the Siwa Oasis. It serves as the historic town center. Although some buildings in the old town are still functional, they gradually deteriorate over time due to their construction materials of salt, mud, rock, and plaster. Interestingly, the old town remained in use until a heavy rainfall in 1926. This area has a history dating back to the 13th century.

In Siwa language, "Shaly" means city. It was built to protect the oasis from attacks by Bedwins, Barbarians, and Westerners. But after Mohammed Ali conquered it in 1826, the village was abandoned. As security improved, people moved to a new village. Heavy rain in 1826 damaged the old village's karshif houses, leading to its abandonment. Pharaonic and Roman tombs were also found on the plateau.
